Open Question: How Come Los Angeles doesn't have an NFL team? ?

It's the second largest city in the United States, it's not fair How come Los Angeles doesn't have an NFL team?, it has two Basketball teams: Lakers and Clippers. A baseball team: Dodgers. Hockey team: Kings. Soccer team: Galaxy, but no football team, whats up with that?, it's unfair because the 49ers and Chargers are very far from my hometown, because of that, I have never been to an NFL game, plus I always keep hearing that the city of Los Angeles keeps making proposals to have an NFL team there, but so far they have no taken action.
